One host is still not working

Our customer has sent us the following question:

"I reinstalled everything on Agnes-PC. It is the only host not working right now. The message is "License restriction - you do not have enough licenses to register this PC". What is this supposed to mean? I purchased 5 host licenses, and only 4 are working!"

Our answer to customer:

Perhaps you reinstalled OS or changed hardware on some your PCs, so it can cause the problem with licenses.
We've cleared list of licenses for your account.
Please try to add needed PC into account again
